In short
- You qualify if you support a child up to 23 or are expecting one.
- In Rīga, Jūrmala and the neighbouring municipalities it covers 10–30% of the loan, elsewhere 30–50%.
- Your down payment can drop to 5% of the price, but no lower.
- The one-off fee is 2.5% of the guarantee, and the bank sends the application.
Who qualifies for the ALTUM family guarantee
According to ALTUM in October 2026, the guarantee is open to a borrower who lives with and supports at least one child up to and including age 23. The child has to be registered at the same address. You can also get it during pregnancy, and the expected child counts.
You do not need to be married. Latvian citizens and non-citizens can apply, as can EU, EEA and Swiss citizens. The guarantee is not available to citizens of Russia and Belarus.
The main limit: the purchase price must not exceed 300,000 EUR. The bank still checks your income as for any mortgage. The guarantee only replaces part of the down payment.
How large the guarantee is
The guarantee is a percentage of the loan, with a cap in euros. Under Cabinet Regulation No. 95 it is smaller in Rīga, Jūrmala and six neighbouring municipalities (Mārupe, Olaine, Ķekava, Salaspils, Ropaži, Ādaži) than in the rest of Latvia.
| Children | Rīga, Jūrmala, Pierīga | Rest of Latvia |
|---|---|---|
| 1 child or pregnancy | up to 10%, max 10,000 EUR | up to 30%, max 30,000 EUR |
| 2 children | up to 15%, max 15,000 EUR | up to 40%, max 40,000 EUR |
| 3 children | up to 20%, max 20,000 EUR | up to 50%, max 50,000 EUR |
| 4 or more children | up to 30%, max 30,000 EUR | up to 50%, max 50,000 EUR |
How much smaller the down payment gets
Without a guarantee the bank usually wants around 20% down. A guarantee can shrink that, but the law says you must cover at least 5% yourself.
In Rīga with one child the guarantee covers up to 10% of the loan, so the down payment roughly halves. With two children, or outside Rīga with just one, you usually reach the 5% minimum.
What the guarantee costs
You do not repay the guarantee, but you pay a one-off fee of 2.5% of the guarantee amount. On a 10,000 EUR guarantee that is 250 EUR. If you later change the guarantee terms, the fee is 1% of the remaining guarantee amount.
The guarantee runs for up to 10 years. You can get a new one once the previous one is no longer in force. Keep in mind that a loan with a guarantee is larger, so you also pay more interest. Work it out with the article on the down payment.
