In short
- You apply for the ALTUM guarantee at the bank together with your mortgage, not at ALTUM.
- The partner banks are Bigbank, Citadele, Luminor, SEB and Swedbank.
- ALTUM tells the bank its decision within 5 working days.
- For the regional housing loan you apply yourself at mans.altum.lv.
Who sends the application to ALTUM
For the family, young specialist and NBS soldier guarantees, you do not apply to ALTUM yourself. According to ALTUM in October 2026, you apply for a loan at a partner bank, the bank checks that you fit the programme and then sends the guarantee application to ALTUM.
The ALTUM partner banks are Bigbank, Citadele, Luminor, SEB and Swedbank. The guarantee terms are the same everywhere, but the interest rate, bank margin (bankas marža) and fees differ. So apply at several banks and compare the offers.
How to apply for an ALTUM guarantee: the steps
- Work out which programme you fit: family with children, young specialist or professional soldier.
- Apply for a loan at the bank. The bank checks your income and debts and tells you how much it can lend. Say in your application that you want an ALTUM guarantee.
- Find a home. The bank orders or accepts a valuation, and the loan is based on the lower of the price and the valuation.
- The bank sends the guarantee application to ALTUM. ALTUM tells the bank its decision within 5 working days.
- The guarantee fee. ALTUM issues an invoice, the bank pays it, and the fee usually ends up in your costs.
- Loan agreement and purchase. Once the fee and the loan agreement are in, ALTUM issues the guarantee and the bank pays out the loan. You sign the purchase agreement and the property is entered in the Land Register (Zemesgrāmata).
Which documents you need
- An identity document
- Proof of income, often a bank statement for recent months
- Families: your child's registered address matches yours, or a pregnancy certificate
- Young specialists: your diploma, plus an AIC certificate for a foreign one
- Soldiers: a service certificate no older than one month
- Large families applying for the Balsts subsidy: a tax residency certificate from VID
- A preliminary purchase agreement or the listing details
How long it takes
The ALTUM decision itself takes up to 5 working days. Most of the time goes on the bank's credit check, the valuation and the deal paperwork. In practice it usually takes several weeks from application to payout.
Allow for this when you agree a timeline with the seller. In the deposit (rokasnauda) agreement, set out what happens if the bank says no.
The exception: the regional housing loan
For the ALTUM regional housing loan you need no bank. You apply yourself at mans.altum.lv: fill in the form, attach 12 months of bank statements, and ALTUM checks your creditworthiness within 2 working days. ALTUM orders the valuation itself, free of charge.
Common questions
Can I apply for an ALTUM guarantee on the ALTUM website?

How long does the ALTUM decision take?
Up to 5 working days from when the bank submits the application.
Can the bank refuse even if I fit the programme?
